Council Members




Mayor Jamie LeRoux Mayor LeRoux was elected to Council in 1997 and in 2013.  He has served as Mayor since 2013.  Mayor LeRoux is an ex-official member on all Council Committees.  He has also served on  federal, provincial, regional, and local boards and committees.  He continues to serve in some of these roles today. 

Jamie works in the business development field as the Manager of the regional business development corporation and has experience in both the public and the private sector.  Jamie has a business degree and post graduate applied information technology diploma.



Deputy Mayor Ann Crant
Deputy Mayor Crant was elected to Council in 2002, 2005, 2009, and 2013.  She has served as Acting Mayor previously in 2013 and Deputy Mayor since 2009.  Deputy Mayor Crant serves on the Public Works and Lands Committee as Chair and the Emergency Management Committee.  She has also served on regional and local boards and committees.  She continues to serve in some of these roles today. 

Ann has been a long-time business owner in the community.  Ann has related training and holds certifications for the business she operated.



Councillor Norbert Benoit
Councillor Benoit was elected to Council in 2005, 2009, and 2013.  Councillor Benoit serves on the Finance Committee as Chair and the Emergency Management Committee as Chair.  He also serves as the Fire Department Liaison.  He has served and serves as a member of various community based groups. 

Norbert works with NL Hydro Corporation and has a technical background, training, and education. 



Councillor Trevor Hodder
Councillor Hodder was elected to Council in 2016.  Councillor Hodder serves on the Finance Committee.  He has extensive experience serving in transportation and works as an adviser to several municipalities.  He moved to St. Alban's in 2013 and became involved in many community service roles.  Trained as a level I Firefighter, he also serves as 2nd Assistant Chief with the Fire Department. 

Trevor has spent much of his career in emergency health services field including in supervisory and management positions. Trevor has a BA Degree in Psychology, Diploma in Primary Care Paramedicine, and is a trainer in First Aid and OH&S. 



Councillor Pius Howse
Councillor Howse was elected to Council in 2009 and 2013.  Councillor Howse serves on the Public Works and Lands Committee and Beautification Advisory Committee.  He has served and serves with various local organizations and groups. 

Pius is retired and previously worked in the construction industry as an operator. Pius holds licensing and certifications related to his career.



Councillor Bertram Strickland
Councillor Strickland was elected to Council in 1978, 1982, 1997, 2001, 2009 and 2013.  He has also served as Mayor 1982 to 1985 and 2001 to 2002.  Councillor Strickland serves on the Administration and Personnel Committee and Finance Committee as well as serves on the Beautification Advisory Committee as Chair.  He also serves as Liaison to the  Recreation Committee and Emergency Medical Services.  He has served with many regional and local boards and committees. 

Bertram is retired and had a served most of his career with NL Hydro Corporation.  He is a trained Power System Operator. 



Councillor Connie Willcott
Councillor Willcott was elected to Council in 2008, 2009, and 2013.  Councillor Willcott serves on the Administration and Personnel Committee as Chair and Public Works and Lands Committee.  She has served and serves with various organizations and committees. 

Connie is an educator and administrator serving as the Principal of Bay d'Espoir Academy that services the entire area.  She holds related degrees including undergraduate, education and masters in administration and educational psychology. 


 


Council Meeting Schedule

Regular public meetings of Council are the 1st and 3rd Mondays of each month (Tuesday in case of Monday being a holiday). 

Other meetings are held in committee, special meetings, and privileged meetings as required.  Councillors will serve on as many as two or more internal Council committees and may also serve in a liaison capacity to external committees.  This may also include adhoc and/or standing advisory committees to Council.  The Mayor serves as an ex-official member of all internal Council committees.

Regional Committees

The Mayor serves on the regional Joint Mayors Committee.  In that capacity, the Mayor serves as a director in the Coast of Bays Regional Development Corporation (COBRDC) and the Coast of Bays Waste Management Authority (COBWMA).
